Building on bushfire-prone land doesn’t need to be a dealbreaker. Many people are put off by reports of massive cost blowouts when building on a BAL-rated (Bushfire Attack Level) blocks — particularly above BAL-29. Stories claiming an extra $150,000 to $250,000 are common online but are often exaggerated and lacking in detail.
With the right planning, correct construction methods, and the guidance of a builder experienced in BAL compliance, these challenges are entirely manageable — and can even save you money and stress long-term.

What Is a BAL Rating?
A Bushfire Attack Level (BAL) is a risk classification assigned to properties in bushfire-prone areas. It’s used to determine the level of construction required to protect buildings from ember attack, radiant heat, and direct flame contact.
Your land's BAL is calculated based on:
Vegetation type and density
Distance from vegetation to the proposed building
Slope of the land
Regional fire weather patterns
BAL ratings fall into six categories:

BAL-LOW | Very Low | No special construction requirements |
BAL-12.5 | Low | Ember protection required |
BAL-19 | Moderate | Increased protection from radiant heat |
BAL-29 | High | High radiant heat and ember risk |

To determine your BAL rating, a Bushfire Assessment Report must be completed by a qualified assessor. This report will identify the required construction level and can influence your approval path.
Approvals and Compliance
The method for obtaining building approvals on a BAL-rated site depends on your rating:
BAL-LOW to BAL-40: Eligible for either a Complying Development Certificate (CDC) or a Development Application (DA).
BAL-FZ: Almost always requires a DA due to the complexity of construction and documentation involved.
Choosing a builder with proven BAL experience, ensures your application is completed correctly and efficiently from the start.
Common Misconceptions and Clarifications
Elevation-Based Ratings
It’s a common misconception that BAL construction requirements can vary by elevation — for instance, BAL-29 construction at the front of the house and BAL-40 at the back. While this may have been interpreted this way in the past, AS 3959:2018 is clear:
The entire building must comply with the highest BAL rating found anywhere on the block.
If any portion of your building site is assessed at BAL-40, then the entire home must be constructed to BAL-40 standards. This ensures the home is comprehensively protected against unpredictable fire conditions, which can affect any side of a structure.
Material Compliance
Another common point of confusion is around "BAL-compliant materials." Many products claim suitability for high BAL levels, but closer inspection often reveals caveats.
Masonry walls: Any block thicker than 90mm is generally compliant with BAL-FZ.
Fibre cement cladding: Technically fire resistant, but must be at least 16mm thick for BAL-40, and part of a tested system (to AS 1530.8.2) for BAL-FZ.
Timber: Not suitable for use beyond BAL-19 unless specially treated and part of an approved system.
BAL compliance is about complete systems, not just individual materials.
What BAL Compliance Does — And Doesn’t — Do
A BAL-rated home significantly reduces the likelihood of ignition during a bushfire, especially from ember attack or radiant heat. However, these homes are not intended to be bushfire bunkers.
While they perform far better than non-compliant homes, the safest course of action in a fire remains early evacuation.
That said, should you be caught in a bushfire unexpectedly, a BAL-compliant home offers better protection than a non compliant home — potentially saving lives and buying time for emergency response.
Estimated Additional Costs by BAL Rating
Costs vary depending on design, material selection, and access. However, these are realistic averages for additional construction costs based on BAL compliance:

Certification Requirements
BAL-rated homes must comply with AS 3959:2018.
BAL-FZ homes must use systems tested to AS 1530.8.2, not just individual materials.
Your builder must be able to provide test certificates, system approvals, and construction detailing to satisfy building certifiers and councils.
Maintenance and Ongoing Responsibility
Even the most compliant BAL-rated home requires ongoing maintenance to remain effective:
Clear leaves from gutters and roof areas regularly
Inspect and maintain ember guards and seals
